Approved funding, nobody to deliver it
In very remote Queensland, funding is rarely the problem. The workforce is. Someone in Cooktown can hold a fully approved plan and spend almost none of it, because the nearest agency is in Cairns, the drive is five hours, and building a roster around that is harder than not bothering.
So the plan sits there. At review, low spending gets read as low need, and the funding comes down. The person is penalised for a workforce problem that was never theirs.
So we built the rotation
We recruit support workers in Cairns and rotate them into Cooktown, a fortnight on and a fortnight off. We pay for the drive and the drive time, and we hold accommodation all year round, so there’s always somewhere for the next worker to arrive, whether or not it’s occupied that week.
That last part is the whole thing. Most agencies won’t commit to accommodation they might not use. Without it there’s no rotation, because there’s nowhere for the worker to sleep. We carry that cost so the roster is real.

Building a rotation into a new community takes work, and we’ll give you a straight answer on whether we can do it and how long it will take.
